PayPal is declining my Coinbase transactions

When I try to buy cryptocurrency on Coinbase, I get an error that the transaction failed. I contacted Coinbase support and they said, "I've reviewed the transaction and confirmed that it was PayPal that declined the transfer, which means no funds have been transferred to your Coinbase account. If you would like to understand why PayPal cancelled the transaction, please contact PayPal customer support for further information." I have a disability that doesn't allow me to speak on the phone and there's no chat option to talk to PayPal, only a phone number. What should I do?

Chat is available during business hours and on weekdays (I believe). Or just Send PayPal a Message:

1. https://www.paypal.com/us/smarthelp/contact-us

2. Click Payments.

3. click Payment declined

4. Click Message Us after the “This information might help” box.

Messages are responded to in the order received.
