Hello, @RDXSHOT. Welcome to the PayPal Community Forum! Not being able to use a particular card for a purchase is definitely a concern! I hope the following information is helpful.
In general, there is no need to activate a PayPal account for a particular card or other financial instrument to be used. However, it is important that your Profile is complete (https://www.paypal.com/in/smarthelp/article/faq444), and that any card linked to your PayPal account be confirmed (https://www.paypal.com/in/smarthelp/article/faq1565).
If these things are complete, it's possible PayPal's Security System is not allowing the card you mentioned to be used. That's usually a temporary condition and it may be helpful to log off from your PayPal account and wait 24-48 hours before making another attempt to complete a purchase. In the mean time, it's also often helpful to log off from everything on your computer, delete the cookies and temporary internet files and re-start your system.
