I didnt receive a withdrawal

On April 23rd I made a small withdrawal from PP to my bank, I waited until April 29th to phone Paypal Canada support asking them where the funds are, they said please wait a bit longer and they will start a trace.

Today (May 7th) I called them again, they said to call my bank as the trace says they sent me the money, which is absolute horseshit as I didn't receive the money.

My bank says they didnt get the amount, Paypal says they sent it and I haven't received it.

What can I do if anything at this point? Its been over 2 weeks

If it fails to transfer then normally it bounces back to your balance, so check that that hasn't happened and it was used to fund a transaction without you noticing.

If it does not bounce back paypal normally ask you to wait 30 days and then they will start a trace.
