I cant send money to a family member, would anyone know why possibly?

Has anyone encountered the issue of not being able to send money to another person on the paypal network? If so how did you fix it.  My girlfriend sent me money the other day now I cant repay her.

Are you trying to refund?

Are you using the send money option?

If so are you using friends/family?

Are you using funds in your balance?

Are they in the correct currency?

Has she confirmed her email address?

Has she received funds before?

What funding source are you trying to use?
