How to access your Paypal

Hello, I'm having a problem not accessing My PayPal. A business site is blocking it by the way it looks. I am trying to transfer funds I have received my a family member to another card. I hope your able to help because I see no other way.

Business accounts can't receive friends/family payments if that is what you mean???
