Credit Card Refund

I Preodered something on my PayPal Master Card, then paid it off. That said item was never shipped and the purchase was refunded, now my Master Card Balance is negative meaning they owe me my money but I can't do anything with it and a then tested by purchasing something and my negative balance did not change but it showed my available credit Drop. I would just like to transfer said refund to my PayPal balance or something along those lines.

I'm sorry to hear that your most recent purchase was not applied to the overage caused by receiving a refund. I recommend reaching out to the Paypal MasterCard team by calling the number on the back of your card. They should be able to reallocate the overage to your recent purchase, or potentially issue you a check for it.
