Cannot make a payment to all the biller, fail when agreements/approve?ba_token call

Hi 

I try to use paypal bill pay. I was able to add biller with account. But when it I try to pay the biller, it always throw Things don’t appear to be working at the moment.

The step I received the error is https://www.paypal.com/agreements/approve?ba_token=<BA-token>

And it is not for 1 biller, I have tried 3 different billers and all of them fail with the same issue

Could you please help

Sorry to hear that you're not able to pay your bills with PayPal. Every time you try to initiate a transaction it goes through a series of filters for possible risk. If the system deems risk, it may temporarily block the activity. I recommend you to again at a later date by clearing cache, cookies from your browser or trying with a different browser or device. If the issue persists after trying these steps, please reach out to the PayPal Support team to get this solved.

I'm seeing the same issue. Clearing the cache, cookies from your browser or try using different browser/device doesn't work at all.

Someone has looked at the http request log and found that it's the step for 'Token Approval' that's reporting error. Can developers from PayPal look into this?

I'm facing the same issue. This Token Approval is failing for some user accounts it seems. Technical team needs to get involved to get this fixed rather than asking users to clear cache & try again later. We know for sure it is not going to work, so someone from Paypal please take swift action when users report such issues on priority. Thanks.
