Can't change credit card currency

As you can see below, my preferred card I can change the currency, however on my secondary card the option has been removed.

As a further update I used to use the button "Pay in USD" at the time of transaction, but again this used to work for all cards, then it only worked for my preferred card. When I click "Pay in USD" everything looks like it works but I notice the currency is still in GBP and if I proceed then it still pays in GBP and not in USD like I selected.

I'm having the same problem. Selecting USD, but after clicking "Pay in USD" it reverts back to AUD.

 

Feels slimy, like PayPal trying to skim the currency conversion margins...

Absolutely! Despite numerous calls and messages to PayPal, their responses sidestep the actual problem and are frustratingly vague. I've even sent screenshots as evidence, but they still won't acknowledge the issue at hand. It does seem like they're trying to capitalise on the currency conversion margins, underhandedly.
