I have a bank account linked to my business account that paypal confirmed was good and ready to use and when a customer tried to purchase thru paypal it said paypal wasnt configured. I did two test purchases and they went thru only to be put on hold.
Sorry to hear the issues you're facing to receive payments to your PayPal account. I would suggest you to contact our merchant technical support team to get this solved. You can get help by navigating to MTS page and clicking on "contact support" at the bottom of the page.
