hello may someone please help me with this situation it is really annoying each time i try to do a purchase it says this

I've been trying to do a purchase since like 10 days ago and it still says this like i don't even understand what does this mean 
so please can someone reply to my message i really need help with this situation I've been dealing with the past 10 days.

If you're still unable to make a payment after following the steps listed in the article, you can contact Customer Support by clicking 'Contact' at the bottom of any PayPal page for further assistance.
