Why a fee to receive money?

Why does the person receiving money from someone get charged a fee? This was done without notice and I just received less money and saw a portion went to a “fee” .

How do you think paypal afford to pay their staffs wages and funds to run the service if you don't pay to use that service?

You pay to receive goods/services payments and fees are in paypals user agreement for your country.
