I see a policy change involving "inactivity fees". Are these for sellers? I do not sell using paypal, I just buy items. Will this effect me?

Nope, its only for users that have not used their paypal account for ages AND have a balance of funds in the account.
No balance in the account means you don't have to pay anything.
Advice is voluntary.

Thanks for the answer. I received an email about this change. I had some problems logging on and phoned Paypal.
After being in line for awhile, the agent told me I received a spoof email and that Paypal would not charge for dormant accounts.
I just received a $5 offer from Paypal. Does thisa mean they will charge me $20? I think the agent I spoke to got it wrong.
