Unable to Transfer funds from PayPal to USAA. Transaction keeps getting reversed. What can I do?

Please help. I've linked a USAA checking account to my PayPal account (which is in Nicaragua). The bank account was linked successfully and I was able to confirm/verify it. However, I have been unable to withdraw my money from Paypal to USAA. At first it appears as if the withdrawal was successful, but the next day it says that the funds have been reversed. I've called both PayPal customer service and my Bank. My Bank says it's most likely a problem with PayPal. PayPal says it's most likely a problem with my bank. No one can tell me why the transfer is being reversed. Any ideas on what I can do?

I have been asking the same question. I've tried cashing out on a few games I have been playing for a while now and it will tell me that my payment was sent... but I've only got a couple 2.50, but none of the bigger amounts

Do you also have a USAA bank account?

Was it a U.S bank account opened on U.S soil?

Paypal does not accept USD accounts or 'virtual' accounts like Payoneer etc.
