Transferring funds to a debit card/can't verify it's me.

When I try transferring my funds to my debit card, it says, "sorry we couldn't verify its you." What do I need to do to get my funds transferred to my debit card?

Does the billing address of your card exactly match your paypal account address?

Have you confirmed the card with the 4 digit code?
