Same error message, 5 days in a row, not a single PayPal support agent can help

For literally 5 days I have been unable to make a purchase on Argos UK. Every other website I've tried to use PayPal with is working.
I moved homes and updated my address on both my bank account and PayPal account. The moment I click "Pay with PayPal", a PayPal window pops up with this message: "We aren't able to process your payment using your PayPal account at this time. Please go back to the merchant and try using a different funding source."
I have tried:
- Clearing my browser cache, cookies, and everything else.
- Using a different browser.
- Using a different device.
- Using a different device at another house, on another internet connection.
- Phoning PayPal support.
- Messaging PayPal on Twitter.
- Messaging PayPal on their messaging support service.
- Changing the items being purchased.
- Waiting over 48 hours.
There are no security alerts on my account, my email address is correct and confirmed, my phone number is correct and confirmed, there are no limitations placed on my account, the vendor's website is fully operational, and they have accepted numerous, probably tens of thousands of PayPal transactions within the past 5 days, and I have not been asked to go through any security checks.
Please, can anyone help me with this issue?
I have been told by the """support""" staff at PayPal:
- I need to wait 48 hours - Was not true.
- The vendor's site is having trouble - I contacted them, was also not true.
- I need to update my PayPal Credit address - I've already updated the only address linked to my account 5 days ago.
- I need to update my address with my bank - I did this a week before this started happening.
I am ready to stand with a loud speaker outside of the PayPal offices until this is resolved.

Are you trying to use Paypal credit or are you using a bank or card to fund your purchase?
Advice is voluntary.

Hi there,
I would like to use PayPal credit, but at the moment, I'm not able to even select a method. Merely clicking on the "Pay with PayPal" button triggers this, before I can even choose how I'd like to pay.
