Payment was put on hold more than 21 days due to Compliance Issue?

Paypal subjected my recent funds from a recurring monthly billing subscription to a "payment hold" on January 03rd 2023 and as per Paypal CSR it's part of their User Agreement, however, by January 24th I made a follow-up call and they tagged the case as a Compliance issue and no definite time as to when the case or issue gets resolved. 

The case was escalated multiple times and submitted the required identification (personal and business) to prove my non-US taxpayer status but no update from the Compliance Department. The only consolation you get from CSR is that they will escalate the case. Anyone who experienced the same issue?
