Payment on Hold even though this is not our first transaction.

Hello, for some context, I've already had a previous transaction with this seller and when I paid the amount, he instantly received it. By the way. I used the goods and services method. Our first transaction was for less than 200 USD. Now, for our second transaction, I paid him 750+ USD but when I sent it to him, the payment was on hold but it was successful on my end. I searched that this may be due to his paypal being inactive or an unusual pattern in the amount that he usually receives in transactions. I also saw that "payment on hold" usually resolves in 21 days but I just want to help him get his payment faster so that we can get on with another transaction. Is there any way of resolving this issue faster? Thanks in advance for anyone who can help me!

If its marked as completed in your Paypal account then you have paid. The fact its pending on the sellers account is between them and Paypal.
Funds for new sellers are held for 21 days but released more quickly if they provide a tracking number (delivery + 1 day).

Even if the funds were withdrawn to their bank account they are still obliged to issue a refund if they lose a dispute. The hold is to protect Paypal from bad sellers that refuse, meaning Paypal may have to refund the buyer instead putting the sellers account into negative until they pay Paypal back.

If they refuse to send item/service then you could file a dispute for non receipt.
That may impact their paypal account in some way if they continue doing so.
