Payment Declined

I am so frustrated I am 72 yrs old and I couldn't send money online to my adopted daughter and my suppliers from the Philippines... it keeps saying could not complete transaction. I have been a user eversince and now I'm getting frustrated

Funding source?

Using balance?

Error message?

Limitations?

New account?

Sent to them before?

Funding sources all confirmed?

Used those funding sources before?
