PayPal has nearly $100 but I can't spend it!!

My PayPal has nearly $100, but each time I want to make a purchase, I am prompted to put in a CC, debit card or link my bank.  All purchases are not going through so I can't spend my balance which is set at PREFERRED to use it FIRST. My Purchases are rejected! Why can't I spend my money?

 

I dont want to add a credit or debit card or link my bank bec I have all new credit cards since my identity was stolen at Christmas time. I am still dealing with it and am not even using credit cards at this point.  My new bank account is only 1 week old and my old bank account is still frozen, so linking my bank does no good  esp since they want to send a token deposit and charge to test it before they will approve the linked bank. Since the account is still frozen, their deposit and charge test won't work.  Sooooo, If I Have Funds in my Paypal, I should be allowed to spend that money. What can I do to free up the funds without adding CC or debit or linking a bank?

Paypal requires that you verify your paypal account by adding a bank account or back up card.

Then once you have added and confirmed them you would then be able to use the funds in your balance.
