PayPal has my money in limbo after pulling back a legitimate payment

I sent money to a contractor and charged it to a credit card.  After charging my card they decided it "might" be fraud so they pulled it back and blocked the account.  I had to jump through hoops to verify who I was and say the money will be refunded but it will take 3-5 business days or longer.  In the mean time my contractor is not paid and my money is in limbo.  Any ideas of what I can do.  Customer service basically says TS.
