Old PayPal account still has funds in it, amount is too small to send to bank.

I have a defunct account in Thailand (it's unable to receive funds because the Thai government just decided that foreigners can't be trusted to have a PayPal account anymore).  It still has a little money in it.  I tried to transfer all of it out to the linked bank account, but the message said the amount is too small:

And if that wasn't bad enough, I'm going to pay a fee because the amount is under $140USD.

 

Because of the government's actions (mentioned above) the account can't receive funds.  And because I can't receive funds, I can't get the amount up to a level that will avoid the withdrawal fee.  So it seems like this money is lost forever?  How can I get the remaining funds out of my account?

Can you 'send' the funds to a mate or family member who has above minimum in their balance to withdraw for you and give you the cash?

If you don’t complete the required steps (please see item #1, above) by 30 November, 2022 (up till 11.59 pm Thailand time), your account will not be eligible to be transferred to PayPal Thailand. Furthermore, your account capabilities will be limited and you will not be able to make or receive payments through PayPal after 15 December, 2022. You will only be able to withdraw any balance you have to your linked bank account.

Once your account has been limited, you will need to open a new PayPal account. Note, to open a new PayPal account with the same email address, your existing PayPal account will first need to be closed. You can learn how to close your account here.

 

I am not a Thai national and cannot enroll in NDID. Will I be able to use a PayPal personal account in Thailand?

PayPal is using the NDID platform as a sole means of verifying the identity of customers seeking to use PayPal Thailand personal accounts (including existing account holders whose accounts will be transferred to PayPal Thailand). For the time being, a Thai national ID is required to enroll in NDID (other forms of identification which do not have a 13-digit Thai national ID number, such as a non-Thai passport, work permit, non-Thai Identification card (pink ID), or Thai Permanent Resident Permit cannot be accepted).

Yes I read all that several months ago before the account became suspended (or "limited", as they put it), but I don't see which part addresses my specific issue.  Maybe you could pots just the sentence or two that explains how to get the remaining funds from my account, now that it's limited.

That's something I didn't try, but there will likely be a fee for that as well.  I'll try it and see.

Convert THB to USD and withdraw to US bank account that has a routing number, the fee is $35

The $35 international wire fee is about three times the balance in the account.  Not really worth it.
