Money is on hold in my bank account and it needs to be released by pay pal

Hi.  I made a payment into one of the recipients who normally transfer funds into my account once a month.  this is the first time i have transferred funds since i have opened my account in around July.  normally i only receive payments.  The funds have been deducted from my bank account but the recipient has not received the funds.  my bank says the merchant has to approve the payment as it is on hold.  what can I do to have the money released?  thank you so much.

I understand your concern about the status of the payment! If the status of the payment shows as completed this means the money has already reached the recipient. When you receive a goods & services payment, the funds will be held by our standard 21 days hold. Delaying funds availability is a common industry practice we implement to help ensure the secure use of PayPal.
