I paid an amount of money to a partner in Kuwait.

He did see the transaction but cannot claim it since he has no Visa card available in Kuwait to do so.

Is this a legimate claim.

He says he is not able to refund the amount either and wants a Western Union trabnsfer instead.

The delivery of his service is OK; I just want him to be able to receive my monea transfer to Kuwait.

Welcome!!

Your partner should be able to receive the money even without a card. The only thing I can think of if it is a large payment you sent then they may need to verify their account. Is the payment showing as completed on your side? If so then this would mean that they received the payment correctly. If it is showing as unclaimed (awaiting them to claim it) then you will have the option to cancel the payment. 

I would recommend to check the status of the payment first before considering sending any further payments.
