Is this way to finally receive money payment through PayPal in Uganda legit?

I recently saw a way to create a "Virtual PayPal account" for a fee on YouTube (link below) and it apparently has the ability to receive money payments in Uganda. Has anyone tried it and is it legitimate or is it a scam? The YouTube Page is called PayPal Uganda.

Sorry not clicking that link but if its showing you how to get around the country receive ban in your country then it nearly always leads to permanent limitations and funds being frozen.
They often suggest using a VPN (against paypal rules) or registering in another country (again against paypal rules) both of which lead to a ban.
Advice is voluntary.

Paypal can only offer the services that the banks / governments of that country allow it to offer.
