Is paypal a scamm company or thieves

My account was limited and after the 180 days i received a mail but i cannot withdrwa my funds with mpesa neither can i add any bank account even a us account what can i do i have tried conducting the paypal suport and they are just sending automated massages what do i do are these people scammers
