I'm sorry to hear that you have experienced trouble while sending money with your PayPal account and understand you are being asked to confirm your identity. For regulatory reasons, we need to confirm our customer’s details. Since you're unable to confirm the identity through the mobile, I would recommend you try again using a browser to see if that works.
