I can't move my money, it's frozen. I can't send or withdraw. No restriction

When I try to send money from my funds / balance to someone in my country it says "Error, you can't send right now", even if it's an account of mine, but when I try to send to someone from another country it says "You cannot send money to account holders in other countries." and if I try again to any of my bank accounts or to someone in my country or outside it says "Your account is not supported for this action"

What is happening? If I can't send or withdraw then my money is frozen. No restriction is shown over my account of any type.

What country is your account? It would help if you mention your country.

If your account is based in these countries:

Albania, Algeria, Antigua and Barbuda, Barbados, Belize, Bosnia and Herzegovina, Dominica, Egypt, Fiji, French Polynesia, Grenada, Lesotho, Malawi, New Caledonia, Palau, Saint Kitts and Nevis, Saint Lucia, Seychelles, Trinidad and Tobago, Turks and Caicos then you can’t use your PayPal balance to buy or send money, it must be withdrawn to Visa card.
