How to retrieve funds sent to account owned by ex-boyfriend

Last summer I sent 100 euros to my niece as a gift. I used one of two email addresses she uses. The payment is marked Completed.

Unfortunately, I didn't realize that the Paypal account associated with this email address was set up by her Ex-boyfriend and uses his name, and it is no longer actively managed. The Ex. says he doesn't remember the password, or the security questions, and he no longer has the mobile phone that was used to set up the account (i.e., he is not cooperating).

When my niece tries to reset the password (she still has the email account to receive replies), she does not have the answers to the security questions. 

Paypal customer service says that the Ex. needs to contact them with reactivate the account. He is not cooperating. 

Is there any hope that I can get this money returned? Thanks for any tips on how to proceed. Otherwise, I fear Paypal will keep this money forever...

Even if you sent using goods/services there would be nothing you could do as buyer protection only extends for 180 days.
