Hold amount increase after 2 years

I have been using Paypal as a payment processor for 2 years. Since, then I have had hundreds of thousands of dollars transacted through Paypal. Last month however, I started getting the dreaded Paypal holds again (I have not had any holds for 2 years since then). This month, however, the holds went from any amount above 9000 USD to any amount above 300 USD suddenly. Why would this happen? and how would I go about fixing it?

Delaying funds availability is a common industry practice we implement to help ensure the secure use of PayPal by both buyers and sellers.
