Facebook ADs error

Hi I am attempting to link PayPal to a Facebook ads account. When I attempt to add PayPal I get this error. "We're sorry. We were unable to set up pre-approved payments. Please try again later." So far I have changed passwords and waited 24hr. Checked for linked websites in settings (none exist) Checked automatic payments are active I have contacted support paypal who have said they can not see an issue on thier end. I have contacted Facebook who claim its a PayPal issue. I have opened a case with PayPal MTS and had Nil response. I have also attempted different browsers, devices and cleared cache and cookies. Help please this is now hurting my bussiness.

Sorry to hear that you're not able to set up pre-approved payments with Facebook. There are two ways that your PayPal account may be linked to Facebook, through a billing agreement, or through receipt notifications. You can try to update the receipt notification to link the accounts and if the issue persists, please reach out to Facebook support for additional assistance.

Hi Bindu,

 

As per the original post Facebook have been able to identify the problem exists solely with paypal. As it is a paypal portal/authorisation issue.

 

The attached link for receipt modification is no longer a valid weblink and takes me to a error page as well.

 

I found if i linked my card to the account it let me link my account to Facebook however once i remove the card it will no longer function. I have a verified bank account linked and  set as primary payment method but this doesn't appear to be good enough. 

 

i am now receiving this error message

"This Paypal payment could not be completed Contact PayPal to learn more about why this payment failed. You can also add another payment method and pay now. Your ads will be paused until you pay your outstanding balance. To resume running ads, you can try paying again, splitting the payment across multiple payment methods or adding a backup."

 
We are a not for profit organisation that doesn't have a corporate card the intent was to link the Facebook ads account via paypal and the bank account.  This is now impacting our organisation and Paypal Tech Support is sending me to MTS and MTS are sending back to the other side.
 
Can someone please assist or provide an answer to what is going on.

Hi @Merrylandsrugby, thanks for the additional information. It sounds like the issue here may be with how you are funding the pre-approved payment. If you don't have a card linked to your PayPal account, I don't believe the subscription / pre-approved payment would be able to be setup. Although subscriptions will use your PayPal balance first if present, you may still need a debit / credit card present and potentially confirmed on your account.

Hi Jon, Unfortunately I work for another organisation that is setup in the same manor. Just a verified bank account connected to Facebook ads. PayPal has an inability it would appear to fault find and work with me for a solution. I am on three organisations boards and manage the same process, this is the only one I am having issues with. All faults point back to a PayPal account issue.

Hi Jon, Thanks for the reply, unfortunately the reason I have turned to the noticeboard is PayPal support are leading between them and MTS support and back again as no one in the support staff knows where the issue falls. Sounds like a better plan would be to scrap the PayPal idea for the three organisations as a better fit.
