Different payment attempts blocked on the "regulatory requirements"

"To comply with regulatory requirements, this transaction has been declined."
I am trying to buy a vinyl as a present at discogs.com for about 500 eur. The payment (PayPal button -> popup) gets blocked with this message, regardless of whether I am even logged in. My residence is Czech, shipping address is US. Trying to pay by card (Paypal provider) fails all the same, both with Czech and UK card. Trying to send the money from my account to the seller address also fails with this. Nothing gives any further explanation, it only suggests that I contact the support.
I got a few identity verifications over phone during the day, so that already happened.
Is it some AML crap?

It seems that the target account/s is a scammer. So I assume they are already blocked, which is why the payments could not go through.
The paypal messages/errors suck. They should provide reason for the payment denials and offer some useful actions.
