A customer is trying to send me funds on Paypal, but only receives message “we arent able to process your payment using paypal at this time. Please go back to seller and try using a different payment method” My account is fully confirmed, what's can be the issue? I am from Belarus btw, maybe this is the problem?
The option to receive Paypal payments is not available in Belarus. You can only send payments for purchases funded by your (confirmed) credit card.
Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer. There are quite a few countries unable to receive Paypal payments.
