Welcome to the PayPal Community! Sorry to hear you're running into some issues updating that tracking number. You should be able to add a new tracking number in the Transaction Details. If you don't see that option, I'd recommend reaching out to our Customer Support teams to update that information for you. They can be reached by clicking "Contact" at the bottom of any PayPal page, Twitter direct message or Facebook instant message.
