I have made a purchase through PayPal on August 28th and the account shows I have had no activity in the past 90 days. I have email showing I paid $131.94 and I have not received my product.

You have 180 days from date of payment to open a dispute:
How do I open a dispute with a seller?
Whatever you do, do not open an unauthorized transaction dispute it’s only for reporting that someone broke into your account to make the payment.
