does Paypal have a phone number to call? WEB not helpful

I was scammed then Seller Scammed Paypal and they fell for it hook liner and sinker.  Doers Paypal have a phone number or just a limited WEB site.  Seller sent Paypal a faker UPS tracking number and Paypal bought into the lie with no questions asked. Seller tracking number claims a 12 x 24in box was put into my  4 x 9 mailbox.  IMPOSIBLE !!!!!~ Paypal said agreed that tracking number shows seller delivered my item so Paypal deigned my claim for fraud/scam .  Seller is from CHINA but lied about product and also used false ad showing I was buying from Walmart.    WTH?? Paypal is enabling scams and won't let me explain what is going on here.

2. Click Disputes and account limitations.
3. Click Disputes.
4. Click Dispute a payment.
5. Click Call Us after “This information might help” box.
