Why does Paypal support scammers?

Why does Paypal support scammers? I received an item that was 'similar to' but not what I ordered and somehow Paypal supports this? So instead of perfume, I received a burner oil that specifically said 'harmful to skin' on the label. But because it's in a small bottle it's apparently similar to what I ordered and the dispute was closed in favor of the seller. Scammers work with this 'similar to' loopole. This seems like the total opposite of what Paypal is supposed to be about. Why would anyone use a service that endorses theft and fraud. This is NOT a secure platform for buyer's.

Why did they deny your case? Perfume and burner oil is different to me. Maybe explain that you bought perfume for use on the body, cosmetic perfume, Eau de toilette.
Contact customer service to appeal. They don’t always get it right. Or you may open a chargeback through your card instead.

- Click Call Us or Message Us after “This information might help” box.
