What happens to money if no unauthorized transaction was found?

I filed an unauthorized transaction but was unsuccessful.

What happens to the money I sent?

It is currently on hold for the recipient, and I would like to know if the recipient will be able to access it.

The money is released to recipient once PayPal is completely done with investigation.
