What do I do if my business account was declined but I didn't try to use it?

If its a spoof then NEVER USE ANY LINK OR ANY PHONE NUMBER.

Firstly if the email/text addressed you as ''Dear Member'' / ''Customer'' / ''Client'' OR your ''email address'' then that confirms its a spoof as paypal would address you by your full name eg Dear John Smith.

Secondly if there was a link OR attachment in that email/text to ''cancel'' any transaction or ''confirm'' any details then again it would be a spoof.

Also if they ask you to call the number in the email then it would be fake paypal agents trying to scam you for money to 'fix' something. 

If there was a problem with your account Paypal would not ask you to click on an unsafe link in an email / download an attachment OR phone them on a number in an email, they would direct you to log in normally and go to the resolution or the message centre for more information.

It helps, but not for my scenario, or situation rather. You see, my messages are really PayPal genuine messages. Ok ..... Let me explain. For what ever reason, doesn't matter, my PayPal business account was $0.00 balance. I either forgot a subscription payment was due, or someone had my card # without my permission. 1st I don't usually use that card or account to make payments to anybody only to receive usually. None the less, whoever had continued for 5 days in a row to charge that account. After the second attempt I became suspicious and tried to notify PayPal. The probl with that, is the times they would try to charge it. Each time it would be around 12 p.m. pacific to around 3 a.m. Pacific time. I couldn't get ahold of anybody at those times. But then I am hendered with the fact that PayPal alerts to me were under the assumption that I was just forgetting to find my account. Long story short, I requested a new card. End of story for now.
