I ordered an item, paid using Paypal. Turns out it was fraud, they sent me a tracking number, and that number was for an item shipped to my town, however when I called UPS about it, they said it wasn't addressed to me, wasn't my address and frankly only weighed 10lbs. My package should've weighed over 100lbs. When I disputed it and then escalated it to a claim Paypal closed the claim because the seller provided the same fraudulent tracking number. You can easily see from the supporting docs I provided and by looking at the tracking that my items weight was well over 100lbs (Patio Furniture) and the slip from UPS showed the item on that tracking item was only 10lbs. How do I get my money back or contact someone at Paypal?

I may be closing my paypal account.. I ordered a 4 piece leather handbag set. I got a brown canvas bag not leather, not 4 pieces. The seller wanted to only refund me 30% Why should I have to lose 70% for an item that wasn't what I ordered. My case was denied because seller sent tracking number. The fact still remains that seller sent something I didn't order. Was only willing to refund entire amount if I sent it back to china which would be about $100.

I have just had a case closed in the seller's favor for the same reason. The item I ordered was an electric back rest for a bed. The tracking number then then it said it had been delivered. I was in all day and nothing arrived. The company (In China) have apologised and afford me 60% refund. Which I have said is not good enough, why should I lose 40% when I have nothing to show for it?!
PayPal closed case as they provided the tracking!

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.
Check tracking in below link to see where it went.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.
Advice is voluntary.
Kudos / Solution appreciated.

What was the tracking number?
I think I have this problem now...
I ordered a tent from pbkdzzxr, paid with paypal.
Email says it has been shipped, but the tracking number can't be found using all of the tracking apps online with all couriers.
Have I been scammed too????

I'm sorry to say that you probably have. I have had the same problem. PayPal closed my case and ruled in the sellers favour because they provided a tracking number. I am disputing it at the moment. You may have to do the same.
