Scammed by Xundarui Tech

Ordered Silver coins in the amount of $64.35 from Xundarui Tech.  Nothing sent.  Nothing arrived.  They responded with a phony shipping detail.  I escalated with the Seller with no response, no solution.  Paypal closed the dispute because they believed the vendor's pretense that the item had been shipped from China.  This is nothing short of collusion.  Never got the coins.  Never got a refund.
Will never use Paypal again: their loss.  I was using it for thousands of dollars in purchases every year.
Caveat Emptor:  Paypal is not as safe as any credit card company to protect purchasers.

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your paypal payment that way and see if they will do a chargeback for you.

Called the the number for seller.  No answer.
Tracking yielded nothing.
I have no tracking number, just order, invoice and transaction ID's.
Appeal is impossible when Paypal has already closed a dispute.
This is just collusion, and Paypal is clearly colluding with this vendor in a credit scam that has been documented repeatedly this year by others.  
I am switching entirely to Zelle/bank payments to avoid being caught in this amateurish nightmare again.

If tracking yielded nothing then did you open a dispute for non receipt of item?

Did you escalate and was it closed because of that tracking?

If so appeal as per my above post, appeal is perfectly possible after paypal have closed the dispute if you do as I said above, many have done so and been refunded.

Did as you suggest and then two weeks later my dispute was closed again.
I have looked into the history on this company:  only one complainant ever got their money back despite nearly one hundred complaints.  Paypal is just too dangerous to use except for persons and companies well known to the buyer.  Thanks for your kind help, but I won't be back.

It's a fraud company from China. They scammed me too you have a lot of fraudulent advertisements all over the social media selling stuff. However I was able to dispute through PayPal by providing them with evidence of my transactions and screenshots. After a month and a half I was able to get my money back $44 US.

Appeal process takes many man hours and several follow ups.  My time is more valuable.  Appeals process required shipper or carrier advice which was not forthcoming, and no delivery made.  Lo and behold:  6 MONTHS after order, I received my coins in the mail.  Paypal is simply not capable of providing buyer support from overseas vendors.
