Permanent limitations on account

I need my account to be lifted from permanent limitation! This is even my first time using PayPal... So, I was asking my mom for $50, so I can convert the $50 she gave me into Japanese yen that I can use to buy something from a Japanese game website called DMM. As I was about to do so, I was required to fill out my information. I did it without my mom's help, and now things got worse and worse when I attempt to fill out my information without my mother's assistance. And now, I just got my account permanently banned, and I was so furious! I needed a PayPal account because my mom has one, and I don't. With this PayPal account of mine, I can invoice customers who purchase my jewelry during my Livestream on Facebook. I am requesting the permanent limitation to be lifted from my account for good. Can anyone pretty please help me and tell what I should do when my account is permanently limited and get rid of it? Thank you.
