If you don’t have bank or card or anything, you can’t verify your PayPal account and PayPal cannot verify you are who you say you are so for security reason PayPal can no longer do business with you and close your account and you have to wait 180 days to withdrawal. They will email you when it’s ok to withdrawal. Maybe you can request a check or use this 6 months time to open yourself a bank account to link to PayPal to withdrawal to when the time comes.
If the “you can no longer use PayPal anymore” email you violated Acceptable Use Policy, PayPal can seize some or all the money in your account for damages and fines before the 180 days are up..
