Welcome to the PayPal Community! I'm sorry to hear about this. Looking at this Help Center article, it looks like a denied application would not be able to be appealed. I would recommend that you check the SBA forgiveness website, which you can find in the provided Help center article as well.

They denied my partners forgiveness application and refuse to give a reason. They say "We dont have access to that information" yet they are still trying to debit loan payments from the account. Someone at Paypal made the decision but nobody has any answers.
