Not As Described Dispute closed twice for the same strange reason

I opened a not as described dispute on 04/16/2024 and provided several docs to show how the items were damaged and not as described. the case was closed on 4/21 for "The case was closed in the seller’s favor as the item wasn’t damaged, different or missing any parts as described by you". No appeal option was provided. After spending more than 6 hours on the phone, paypal allowed me to appeal. I wrote in the appeal very clearly that the items were damaged and provided a more detailed description of the damage that matches the terms of the Significantly Not as Described Claims paragraph of the PayPal agreement. Yesterday the case was closed again for the same previous reason : The case was closed in the seller’s favor as the item wasn’t damaged, different or missing any parts as described by you.
can anyone help me understand what happened?
