New Account has been closed after receiving a Payment

Hello, after creating a new account for my business and send all the verification information, PayPal closed my account, the thing is that i received a 7000usd payment from a customer, and now PayPal is holding the money which will make us get a lot of problems. 

 

I've been trying to contact them but couldn't reach them.  

 

Is there any authority in the United states we can send the case?

You could try contacting the customer and telling them to open a dispute for non receipt of item which you do not contest so that they get their money back and can send it another way?
