My PayPal account was hacked a while ago and it got turned into a business account then got limited permanently but I was supposed to transfer my funds after 180 but I never was able to or got the email
You need to contact customer services to resolve any limitation or account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
