My PERSONAL account has been permanently limited can't find email to send dispute

I have no idea why my personal account has been permanently limited. I literally have $2.25 and hardly ever use this account. The only thing I do is, if I grocery shop for someone they send me money to this account and I use it for their shopping. I don't even know what email to send a dispute to. Does anyone know what's happening or how I dispute this?
