Help please! Is it possible that if my PayPal account is new, it will have a limit on receiving money transfers? I need to receive a transfer from the customer, but he says that he received a letter from PayPal, which says that the funds sent cannot be credited to my card due to the limit, and in order to remove / increase this limit, the customer needs to add another $100 to my card ?? Is this really true or is this a new type of scam?

Welcome to the PayPal Community Forum. I'd definitely be concerned about this as well. If you had any limitations on your PayPal account, you'd normally find them in your Resolution Center. What you've described does sound like some kind of attempt at phishing or fraud. Here are a few resources you may find useful here:
