Item not arrived claim

Hi, a buyer claimed (false claim) against me that the item hasn't arrived. Why PayPal is still holding my money,even I provided an evidence(trucking) for an item that it has arrived. The buyer doesn't want to close the claim. And when I check the status on my app,it says that PayPal is waiting for a response from the buyer. What does this mean?

Did you send with a paypal accepted courier and does the tracking show online that the item has arrived at the buyers paypal registered address?

The item was bought on etsy and payed with PayPal. The client, while purchasing has chosen regular post. There 2 links for trucking, one is from the national Post courier and the other is international site for trucking shipments. Both shows that the item has arrived. And we,buyer and seller both know that the item has arrived in our communication on etsy it is clear.
