So my PayPal account has been limited due to me being under age, and recently i received money from a relative and I was wondering how I’m able to refund the money back to my relative or put it in my bank

If they sent using the friends/family option then one of you would need to contact customer services and request a refund.

If they sent using goods/services then they should have the option to file a dispute for non receipt of item which they can escalate to a claim and as you would not respond they would get their funds back.
Failing neither of those working then hopefully if you ask customer services when you are 18 they may allow you to open a new account and transfer the funds across.

Kudos / Solution appreciated.
